Isn't reverse discrimination still discrimination?

In an effort to eradicte discrimination new proposals have been drawn up by the Government in the UK to “allow employers to appoint people specifically because of their race or gender.” Am I missing something here? Is this an article from The Onion?

It’s hard to discuss this without looking like a complete idiot. I don’t mean to get all White Whine but how is this fair? Everybody knows that gender and race don’t have anything to do with somebodies ability to do a job, so why would you encourage employers to choose somebody based on these factors? It’s not that I’m worried about people discriminating against me (a white male), i’m thinking more about the message this sends out. It gives the impression that discrimination is okay as long as you think it is justified. We should have a society with NO discrimination at all.

How about we employ the person who is best qualified for the job regardless of their race and gender?
